Why do dried stuffed vegetables turn out hard?
When preparing dried stuffed vegetables, both the selection of ingredients and the cooking technique determine the final consistency. Because dried vegetables require more preparation than fresh vegetables, several steps need careful attention.

Dried Vegetables May Not Be Boiled Enough: One of the most common reasons for stuffed vegetables remaining tough is that dried eggplant and peppers haven't been softened enough before cooking. Vegetables should be briefly blanched in boiling water to soften them. However, overcooking can also cause the vegetables to fall apart, so the cooking time should be carefully adjusted. Rinsing the blanched vegetables with cold water stops the cooking process and prevents them from becoming too soft. Dried vegetables that easily hold their shape when placed in the pot, but don't fall apart, yield better results.

Insufficient Cooking Water: Another reason why dried stuffed vegetables may be tough is insufficient liquid in the pot. There must be enough hot water in the pot for the rice to cook completely and for the dried vegetables to soften. If too little water is used, the rice will remain hard and the outside of the stuffed vegetables may not soften enough. The water doesn't need to completely cover the stuffed vegetables, but it's important that there is enough liquid at the bottom of the pot. If the water level decreases too quickly during cooking, hot water can be added in a controlled manner.

First, bring the pot to a boil, then reduce the heat and cook the stuffed vegetables slowly. Low heat helps the rice absorb the water and the dried vegetables soften over time. The cooking time may vary depending on the thickness of the dried vegetables used and how thoroughly they have been softened beforehand.
